About John Lawlor

John Lawlor has some 25 years’ experience managing and advising at Board and executive leadership level and successfully delivering complex, large scale strategic change and IT projects. He has worked in many industry sectors, application areas and technology environments in the public and private sectors.

Currently the Deputy Director of IT at Trinity College Dublin, he previously held positions as Programme Director for a €12 million euro change programme and as Head of Management Information Systems at the College, providing full lifecycle development, integration and support services for enterprise applications. As head of the IT Department’s Programme Management Office (PMO), John oversees the delivery of the extensive portfolio of live development projects and a multi-year pipeline, representing millions of euro of investment.  He is also a member of several IT oversight and governance bodies in the College.

John served as non-executive Chairman of the Audit Committee of the Irish Department of Transport from 2004 to 2015. He oversaw many improvements in risk management, internal control, corporate governance and procurement processes, resulting in improved performance in the department.

Prior to joining Trinity, John was Head of Information Systems in Meath County Council, where he led all aspects of ICT management and service delivery.

He ran his own training and consulting company for several years and worked for large public and private sector clients, primarily advising on large-scale strategic change programmes.

John was a Director of Information Risk Management in KPMG Chartered Accountants and delivered project risk management services; systems security services and business continuity services to some of Ireland’s leading public and private sector organisations in a wide range of industry sectors.

In his early career, John worked in the Computer Department of Dublin City Council where he implemented several large multi-user computer systems and introduced many improvements in project management and software quality management standards and methods.

A graduate of and former associate lecturer at Dublin City University, John is the author and presenter of many training courses on general management; strategic management; project management; communications skills and personal development. He speaks at seminars on public sector governance; internal audit; public financial management and value for money. He has written on technology, business and career matters and his articles have been published in Irish and international professional journals.
